I thought the graffiti artist responsible for this one wanted to tell us that we shouldn't look away whenever something amiss in our world.
Not so, obviously. (Or probably still, who knows?)
Anyway, the point is - this seems to be the oeuvre of a well-known street artist called BLU, or so suggests a recent article on orf.at (in German) (no photo of it there but when I was in Alberner Hafen there was only one huge graffito, and that's this one here, which certainly wasn't there when I last visited the place a couple of weeks ago). However, on his homepage I couldn't find an entry for that one, or Vienna for that matter.
Anyway, the point is - this is fine street art. I love graffiti like that, especially when put on lovely buildings like this excellent warehouse of Albern port: it shouldn't be forbidden; if I were asked I'd only outrule bad graffiti.
(Oh, and I wonder whether BLU had an official permit to do this one, after all it would be entirely impossible to do something as huge as this without anybody noticing, and the orf.at article even mentions that harbour workers watched him painting it.)
