The Turks have won some matches with luck where they weren't the better team at all. Today they have lost a match, and very unlucky at that, where they were clearly the better team. It was a dramatic game, not high quality - but the Turks gave their best, which is more than the Germans were able to do (except for the result).
So Germany is in the finals. For the whole Euro 2008 there was one single match where they played proper football - the one against Portugal in the quarters. It does not feel right for the Germans to be awarded with the finals for such a performance - it doesn't feel right at all; but that's football for you.
The only consolation is that if Germany will play like they did so far (except for the one against Portugal) we know already who will win the championship - either Russia or Spain. But again, everything's possible in football; the team playing medium level football overall, on average, still might win the trophy.
